Background of the Study
Global governance frameworks shape technology transfer and innovation through the regulation of intellectual property rights (IPRs). In Lagos State, the enforcement of IPRs is crucial for fostering a competitive innovation environment, attracting foreign investments, and promoting indigenous technological advancements (Adeyemi, 2023). International agreements, such as the TRIPS Agreement, provide standards that govern the protection and transfer of technology across borders. These legal frameworks not only secure innovators’ rights but also encourage the dissemination of technological knowledge, ultimately contributing to economic development and competitiveness. In Lagos, where burgeoning tech industries coexist with traditional sectors, robust IPR regimes are essential for incentivizing research and development, ensuring fair competition, and preventing the unauthorized exploitation of innovative products (Olusola, 2024). However, challenges such as enforcement inconsistencies, inadequate legal infrastructure, and local capacity constraints impede the full benefits of these global governance mechanisms. This study investigates how international IPR frameworks affect technology transfer and innovation in Lagos State, highlighting the interplay between global standards and local practices, and assessing their impact on sustainable economic growth (Babatunde, 2025).
Statement of the problem
Despite comprehensive international IPR frameworks, Lagos State experiences difficulties in leveraging these systems for effective technology transfer and innovation. Enforcement issues, legal ambiguities, and limited technological infrastructure hinder the realization of full economic benefits. These challenges compromise the protection of intellectual assets and stifle innovation, reducing the attractiveness of foreign direct investments and local research initiatives. This study aims to identify the gaps in current governance practices and propose solutions to align international IPR standards with local innovation needs (Adeyemi, 2023; Olusola, 2024).
